The petitioner gives multiple examples of the broadening of the bailiffs’ competences in the Czech Republic introduced in the national legislation. She is asking for a higher protection of debtors and for introducing a common European legislation. The main issues observed by the petitioner are the reinforcement of the status of bailiffs (for example granting them immunity) and the impossibility to appeal back to the enforcement, risk for debtors of losing protection of their personal data when it is published on the Internet and lack of the financial control of bailiffs. The petitioner proposes to abolish private bailiffs, to return to the principle of territoriality, and to increase the efficiency of enforcement by the courts.
