On an alleged violation of citizens’ fundamental rights by a Bulgarian draft law amending the Criminal Procedure Code

The petition concerns a Bulgarian bill amending the Criminal Procedure Code. The petitioner alleges that the proposed amendments would result in a violation of citizens’ fundamental rights because they would allow a person’s arrest for 48 hours without giving the arrested the right to call their relatives. The same would apply to children but within the time limit of 24 hours. The petitioner complains that such legislation, especially when applied to minors, is unacceptable and would facilitate “secret” arrests and the use of psychological pressure by the police.
