On the protection of the air quality in the Rennes urban area(France)

The petitioner deplores the granting of a permit for the construction of the shopping mall “Open Sky” in Pacé, in the Rennes urban area, and claims that this project will result in a significant deterioration of the air quality in an already polluted area. He states that the shopping mall will not be easily reachable by public transport and will therefore result in heavy road usage and congestion. The petitioner also alleges that the regulatory thresholds of Directive 2008/50/EC on ambient air quality and cleaner air for Europe have not been fully transposed into French law, in particular with regard to NO2 and PM10 values and that the pollution in the Rennes urban area is part of a pending case before the CJEU brought by the European Commission against France.
