The petitioner alleges discrimination by the Greek state with regard to the salary paid to new judicial officers, compared to the salary and “personal benefits” paid to older judicial officers but also to new civil servants of the Ministry of Economics and other departments. Furthermore, he claims that according to the Greek constitution, judicial officers are not civil servants and therefore should not have been included in the single payroll established in 2011 because this violates the constitutional principle of the separation of powers. He also claims that in all EU countries judicial staff (greffier, Gerichtsschreiber) have a special payroll and he therefore considers the inclusion of judicial staff into the single payroll to be contrary to EU fundamental principles.
