The petitioner raises objections against the members of the management board of a self-governing organisation responsible for, among other things, the keeping of herd books and registers and information systems for the purposes of recording data on alleged failure to comply with the law of 29 June 2007 on the organisation of the breeding and reproduction of farm animals and Commission Regulation (EU) No 702/2014 by declaring, in the period 2014-2016, certain categories of support in the agricultural and forestry sectors and in rural areas compatible with the internal market in accordance with Articles 107 and 108 of the Treaty on the Functioning of the European Union. Among the concerns raised by the petitioner is that entry in the herd book was made conditional on a breeding certificate (attesting to the origin of the animal) being obtained, for payment, and that pig farmers were allegedly forced to obtain breeding certificates without a breeder’s application. The petitioner argues, furthermore, that the system for issuing certificates (linked to the payment of money from the state budget) was contrary to Article 27(1)(b) of Commission Regulation No 702/2014.
