The petitioner calls on the EU to make it obligatory for planes flying in European airspace and boats travelling through European territorial waters to have medical staff and equipment on board (automated defibrillator and emergency medical kit). He notes that air traffic in Europe is continuously increasing and refers to a study published in 2015 containing statistics on medical emergency cases on planes. He also points out that the US Federal Aviation Administration has long provided for the obligatory presence of emergency medical equipment and staff trained in first aid on board planes. He calls for the same to be implemented in the EU for planes and for boats travelling through European territorial waters. The petitioner invokes Article 168 of the Treaty on the Functioning of the European Union.
