The petitioner complains that Spanish public administrations are infringing Directive 1999/70/EC concerning the framework agreement on fixed-term work concluded by ETUC, UNICE and CEEP, in that they do not bear the cost of posting interim teachers contracted to work in another country, whereas they do meet those costs in the case of other teaching staff who do the same work as seconded teachers. The petitioner considers that there is a clear difference in pay in favour of assigned civil servants, which may be in breach of Directive 1999/70/EC. The petitioner also complains about the lack of health cover for temporary teachers in non-EU countries, as well as the fact that the Spanish authorities do not organise their residence permits and they are considered to be tourists in the country where they work. The petitioner points out that career civil servants are provided with diplomatic passports and other privileges because they are working abroad.
