Objecting to the construction of a desalination plant to provide the island of Elba with an independent water supply

The petitioner objects to the projected construction of a desalination plant (works scheduled to begin in October 2019) in Mola Bay and the Capoliveri Lido (Elba). Without giving details of the relevant planning amendment, the petitioner expresses concern that the coastline will inevitably be disfigured and has doubts regarding the benefits of the projected plant. He points out that water shortages on the island are largely attributable to the outdated water mains (with over half of the pipes leaking) and that, furthermore, water could be extracted from a large submarine aquifer and from numerous springs on the island itself without detriment to the environment, landscape or natural resources.
