The petitioner raises issues with an Italian regulation (Royal Decree 1592/1933, Article 142), under which he says students enrolled at a university in Italy cannot enrol on another degree course, Masters course or specialist post-graduate course in Italy. According to the petitioner, the prohibition on enrolling simultaneously on more than one course of studies also applies to students who might wish to enrol at a university in another EU Member State at the same time as at a university in Italy. The petitioner therefore considers this prohibition to discriminate against Italian students in comparison to other European students, who are not only allowed to enrol at more than one university at the same time, but are even encouraged to do so under their own national systems. Lastly, the petitioner claims that this prohibition constitutes a violation of the right to education enshrined in Article 14 of the EU Charter of Fundamental Rights.
