On the impossibility for foreign citizens of paying Portuguese motorway tolls online

The petitioner complains about the impossibility for foreign citizens of paying Portuguese motorway tolls online. He maintains that the toll system without booths on Portuguese motorways requires prior payment via the installation of an electronic device, or via a video camera recording of the vehicle’s number plate. In the latter case, drivers may pay either in person, at a post office, or online, on the Portuguese post office website. However, the petitioner states that this system discriminates against foreign nationals, as the Portuguese post office website only allows resident Portuguese citizens who have a Portuguese tax identification number to pay online.
