The petitioner regards the cruel treatment of stray animals – in particular dogs – as a structural problem in the EU. The animals live mainly in dreadful circumstances: they cannot find food, they carry diseases, and they suffer violence at the hands of people. Killing stations are being set up in many Member States to combat the spread of stray dogs, and these have developed, according to the petitioner, into a lucrative business. The petitioner calls for a ban on the legal killing of dogs in Europe. Instead of killing stations, she says, a comprehensive information campaign should be launched and widespread castration should be given financial support.
