On alleged systemic breaches of the presumption of innocence and infringements of Directive (EU) 2016/343 in Bulgaria 

The petitioner is concerned about alleged systemic breaches of the Charter of Fundamental Rights, specifically Articles 47 and 48, and persistent non-compliance with Directive (EU) 2016/343 on the strengthening of certain aspects of the presumption of innocence and of the right to be present at the trial in criminal proceedings by Bulgaria. She argues that the Directive is not correctly transposed into Bulgarian law and that Bulgaria failed to adopt implementing legislation. According to the petitioner, Bulgaria also violated some of the provisions of the Directive by, inter alia, making prejudiced statements against suspects andshow arrests. The petitioner indicates that according to the 2017 Annual Report of the European Court of Human Rights, Bulgaria is ranking high as a violator of the European Convention on Human Rights.
