On behalf of the Public Justice Council,on alleged systematic failure to comply with European legislation on the protection of human health from industrial chemical pollutants

The petitioner on behalf of the association “Public Justice Council” complains about alleged systematic failure to comply with the European legislation on the protection of human health from industrial chemical pollutants in the city of Rousse (Bulgaria). He refers to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH),and Directive 2010/75/EU of the European Parliament and of the Council on industrial emissions (integrated pollution prevention and control) and to Directive 2008/1/EC of the European Parliament and of the Council concerning integrated pollution prevention and control. The petitioner alleges that in the city of Rousse a company production facility is operating in a way that releases smells and harms the population round-the-clock. He asserts that the responsible authorities in the Republic of Bulgaria refuse to compel the company to comply with European legislation.Information– Petition 1259/2019 treats the same topic.
