The petitioner states that he now lives in France, where he would like to undertake secondary teacher training. In order to apply for the course (the ‘CAPES’), he has to pass an exam corresponding to the French MEEF1 / Master 1 in Education. He claims that his certificates have already been approved several times by the French Ministry of Education, that he has passed the entrance exam for the CAPES and that he has been assigned to a school for the practical part of the course. However, he was allegedly turned down for the course by the university / Ministry of Education on the grounds that his training in Germany, with the second state examination and a two-year probationary training period, is equivalent only to BAC+4 and not to BAC+5, and therefore to the Master 1 exam, and that he can therefore not be admitted to the Master 2 program. This parallel course for Master 2 is, however, mandatory for participants in the training course. The petitioner considers that it is impossible for would-be teachers from other Member States to take up teaching posts in France, as they would be required to complete the whole of the Masters’ course again.
