On an alleged infringement of EU legislation on industrial air pollution

The petitioner complains that in the Republic of Bulgaria the European legislation regarding the protection of human health from harmful chemical emissions and smells emitted by manufacturing plants is allegedly not complied with. She refers to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), Directive 2010/75/EU of the European Parliament and of the Council on the industrial emissions (integrated pollution prevention and control) and to Directive 2008/1/EC of the European Parliament and of the Council concerning integrated pollution prevention and control. The petitioner alleges that in the city of Rousse a company production facilitiy is operating in a way that releases smells and harms the population round-the-clock. She also asserts that the responsible authorities in the Republic of Bulgaria refuse to oblige the company to comply with European legislation.
