The petitioner states that his dog, which has an autoimmune condition, has basic immunisation against rabies and that that can be demonstrated by means of a titer test. He claims that, because of the condition, vets advise against immunisation against rabies. Under EU legislation, according to the petitioner, regular immunisation against rabies is necessary so as to be allowed to enter another Member State with a dog. The petitioner asks how he can travel to other Member States with his dog. He is requesting a derogation under which proof of rabies vaccination could be dispensed with, where medically indicated, and a titer test certificate would be sufficient.
