The petitioner claims that the government of Romania has imposed extreme measures regarding stray dogs. He claims that a system aims at the systematic extermination of stray dogs, having used a serious incident with a stray dog as a pretext to legalise systematic euthanasia to stray dogs, without controlling identification tags inherent to the dog and within a short time limit for dog owners to pick up a lost animal. Dogs are allegedly captured using inhumane techniques such as a “choke collar”. The petitioner claims that the concerned Romanian legislation is of a severity without precedents in the EU. The petitioner calls for the EP to impose sanctions against Romania due to their violation of the European principles, enshrined in its funding instruments, in particular the respect to the life and the physical integrity of animals.
