The petitioner complains that the Ministry of the Sea, Transport and Infrastructure in Croatia is allegedly not complying with the current Road Transport Act with regard to fulfilling its obligation of the establishment of the information system for monitoring the professional training of drivers (ISPOV). This provision would allow the authorised training centres to print Certificates of Periodic Training of Drivers. The petitioner claims that the periodic training, which should consist of 35 hours of lectures, is not carried out in most cases, but the drivers are nonetheless issued the aforementioned Certificates. He alleges as well that there is an option for other parties, who are not among the authorised Training Centres, to write a Certificate of Periodic Training of Drivers, accepted by the Ministry of the Interior, which then enters the EU CODE 95 on their driver’s licence. The petitioner states that such misuse of the system would be prevented if the authorities complied with their statutory obligations to establish an ISPOV system and to print the Certificates from that system.
