In the petitioner’s view, by making the Member State of first arrival responsible for processing asylum applications, the Dublin Agreement has created serious problems on the ground, for example on the Greek islands off the Turkish coast. He is calling for the legal basis to be amended and to make the EU itself, rather than the Member States, responsible for processing asylum applications. Among the proposals for practical implementation the petitioner makes is the accommodation of asylum seekers in EU-run facilities, such as ‘Europe shelters’, or on vessels flying the EU flag, which he recommends funding from the EU budget. Asylum seekers should be free to move between Europe shelters and given temporary papers to that end. He suggests creating a mobile app showing the beds available at each Europe shelter, and that it should still be possible to deport persons given a place in ‘Europe shelters’.
