The petitioner denounces the alleged gender discrimination between contract agents in the Cypriot army, in particular during the 90s, when it started recruiting female personnel and used two separate recruitment procedures for male and female staff, which gave a competitive advantage to female contract agents who could more easily become permanent officers. The petitioner himself acknowledges that in 2016 and 2017 the Cypriot authorities made several revisions to the existing legal framework which seemed to solve the problem, and now makes it a lot harder to invoke the existence of gender discrimination, but insists nonetheless that indirect gender discrimination continued to occur in late 2017 when the Cypriot army proceeded with the appointment of 52 female staff. The petitioner deplores that JUST D2 Gender Equality arbitrarily and superficially decided to close EU Pilot case 6544/2014 – after writing to, and receiving a reply from the Cypriot authorities.
