On greater EU commitment in Kosovo and Serbia and on avoiding land swaps between the two countries

The petitioner calls on the EU to promote a policy of democracy and better separation of powers in Kosovo and increase its mediation efforts between Serbia and Kosovo. He denounces in particular a land swap negotiated only by the US Special Representative and Serbia taking advantage of a power vacuum in Kosovo triggered by the COVID-19 crisis and the subsequent vote of no confidence in the government. The petitioner draws attention to the devastating consequences – the deaths of thousands of civilians, ethnic cleansing, genocide, massacres, mass displacement, mass rape and crimes against humanity – that have led to territorial changes in the Balkans in the past. He therefore calls on the EU to adhere to the objectives of the EU’s common foreign policy as set out in Article 21(2) TEU and prevent territorial changes.
