On behalf of the Association of Independent Fuel Traders and Carriers, on alleged incapability of the Bulgarian regulations concerning oil and petroleum with EU law

The petitioner complains about a Bulgarian Law on the administrative regulation of economic activities related to oil and petroleum products. The petitioner claims that the law violates the principle of freedom to conduct a business and creates prerequisites of violation of the rules of free and fair competition. The petitioner considers that the imposed liability is not proportional to the violations and claims that the law creates undue financial and administrative burden for the farmers and imposes infrastructure requirements that are practically inapplicable to particular aspects of Bulgarian agriculture.
