The petitioner’s son has a disability rating of 77%, meaning that his mobility is affected and that he uses a wheelchair. His son took a marketing degree at the School of Economics and Business at the University of the Basque Country, for which he was provided with suitable transport to university from his home. That transport was partially subsidised by the Basque Government’s education department. Once he had finished that course, the petitioner’s son decided to take another degree in business administration and management. The petitioner complains that the Basque Government’s education department is refusing to subsidise his son’s transport, arguing that having completed a bachelor’s degree, his son should now be taking a master’s degree. The petitioner does not believe it is fair to refuse transport for his son on the grounds that he wishes to follow a bachelor’s degree course rather than a master, because a master’s degree is more expensive, and there are no written rules stating that after graduating with a bachelor’s degree people must then take a master. The petitioner also points out that Annex II to the Official Gazette of the Basque Country (Thursday, 11 July 2019, No 131) on aid to cover the transport costs of students with specific mobility problems actually results in reverse or positive discrimination and takes the view that the rules ought to be amended. The petitioner also calls for a solution to be found for his son while the relevant rules are being amended.
