On difficulties regarding acceptance of his qualifications to teach Italian to foreigners

The petitioner objects to the failure of the Italian Ministry for Education, Universities and Research to issue him with the requisite statement of conformity, without which he is not regarded as qualified to teach Italian to foreigners. The Italian authorities indicate that the document in question is intended only for those requiring recognition of their qualifications as entitling them to teach abroad. However, the petitioner refers to a new competition (A-23) for the teaching of Italian to foreigners at local and provincial adult education centres (CTP - CPIA).
