The petitioner alleges that the application submitted by the state-owned company Highways England for a Development Consent Order (DCO) for the A303 Stonehenge road scheme across the Stonehenge World Heritage Site, which is to be examined by Government-appointed planning inspectors later this year, is in breach of the following EU Directives and international conventions:(i) Directive 2014/52/EU on the assessment of the effects of certain public and private projects on the environment (Environmental Impact Assessment Directive);(ii) Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora (Habitats Directive);(iii) Directive 2009/147/EC on the conservation of wild birds (Birds Directive);(iv) Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment (Strategic Environmental Assessment Directive);(v) the World Heritage Convention, the European Convention on the Protection of the Archaeological Heritage (Revised), the European Landscape Convention and the Aarhus Convention.The petitioner submitted a complaint to the European Commission on 17 January 2019, and attaches a detailed and expanded account of this complaint to the petition, as a supporting document.
