The petitioner states the situation that led to the adoption of the Council Decision (CFSP) of November 13, 2017 regarding restrictive measures in view of the situation in Venezuela. Furthermore, she asks to examine an alleged breach by Spain of the aforementioned Decision, given the irregular situation caused by the transit of Ms. Delcy Rodríguez through Adolfo Suárez-Barajas International Airport, insofar as she is a senior agent of the government of Nicolás Maduro. The European Union has imposed sanctions on her due to her link to serious human and fundamental rights violation in Venezuela. The petitioner requests that the European Parliament require Spain to clarify the facts, and explain how it is applying the sanctions agreed on the government of Nicolás Maduro and the 25 agents of the Venezuelan State. The petitioner demands that, based on the provisions of the Treaty on European Union, the Treaty on the Functioning of the EU, and the Charter of Fundamental Rights, the European Parliament should remind Spain of the commitment acquired as a Member State of the EU in preserving peace, strengthening international security and promoting international cooperation, democracy, the rule of law and respect for human rights and fundamental freedoms.
