The petitioner deplores the failure to comply with EU Law by Sweden, namely: Skatteverket’s (Swedish Tax Agency) refusal to issue a “personnummer” (personal identification number) and a fully comprehensive insurance to an EU citizen’s family member.The petitioner cites Directive 2004/38 and Infringement Case 2007-4081, closed following assurances given by the Swedish authorities, but deplores that 10 years later the problem still exists, as proven by his petition and petition 1211/2017, on a similar issue.The petitioner is a British citizen with the right to reside permanently in Sweden. His Russian wife is registered as a family member of an EU citizen, and is currently on her second 5-year residence permit. According to the petitioner, his wife has been told she can have a “coordination number” on a “renewable yearly basis”, instead of the personal identification number. This, he claims, allows Skatteverket to levy taxes from his wife but does not provide her any of the benefits due to a legal resident, such as operating a bank account, paying bills, or interacting with any government website.
