The petitioner laments an alleged unlawful implementation in Ireland of Directive 2004/38/EC on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States. The petitioner, a British citizen living with his Vietnamese wife and dual citizen daughter in Turkey, claims that the Irish authorities have refused a visa to his wife due to a suspect of circumventing national immigration laws. In the petitioner’s view, such a refusal is in breach of his freedom of movement and right to family life.
