The petitioner is concerned that a large part of the British population may retain freedom of movement rights in the EU once the transition period is over, while this will no longer be the case for EU citizens wishing to exercise that freedom in Britain. In her view, this is because 10 percent of the British population is eligible to apply for Irish nationality.She suggests that British citizens, who are also citizens of an EU country but have never resided there, should only be issued temporary passports by that country, that are not valid to exercise freedom of movement within the EU. Only after a certain period of residence in that EU country, should they be eligible to apply for a normal EU passport. By analogy, she suggests that the residency requirement should also apply to all third-country nationals who are also EU citizens but have never resided in any EU country.
