The petitioner complains that as he has been employed as an interim worker on a single open-ended contract for almost 13 years, the civil service department for which he works should have announced three years after the single contract was signed that his post and also the posts of all his colleagues would become permanent posts with a written contract. The petitioner wants to be converted immediately to the status of a civil servant employed on an indefinite written contract, without needing to go through an open competition or exams in order to keep his post, as he considers his professionalism to be more than proven. The petitioner considers that the civil service department has been acting dishonestly for almost 10 years, as throughout this time there were no promotion opportunities nor any improvement in pay scale. The petitioner presses for the recovery of his labour rights lost during these many years.
