The petitioner refers to the Emergency Order issued in July 2019 by the Greek state to tackle the aftermath of the destructive forest fires of 2018 in Attica, Greece. In this Order, there is a provision stating that the Technical Chamber of Greece may derogate from the statutory provisions of the existing legislation relating to the procedure for the award of works, service or supply contracts. This is in his opinion a clear violation of EU legislation in the field of public procurement (Directives 2014/24/EU and 2014/25/EU). He also adds that in his view there is no real urgency, as the events giving rise to this piece of legislation took place more than a year before its entry into force.
