On problems to obtain A1 exception by the Dutch authorities in order to avoid double taxation for Croatian seafarers

The petitioner, representing the Croatian Seafarer Placement Agency, complains about problems in obtaining the A1 exemption by the Dutch authorities for the Croatian seafarers working under the Dutch flag. This exception is needed in order to avoid double taxation for health and pension insurance. Different reasons, allegedly inconsistent, were given in order to explain the rejections of the exemption since 2016. This prevented the seafarers from paying the contributions and therefore they were left without health and pension insurance in Croatia.
