The petitioner denounces the failure of the French municipal authorities to issue residence documents to EU Citizens lawfully residing in France, resulting in a breach of Directive 2004/38/EC of the European Parliament and of the Council of 29 April 2004 on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States. In the petitioner’s view, this situation prevents the citizens concerned from enjoying some of the rights attached to EU citizenship and entails arbitrary discrimination alongside French nationals. The petition further underlines that the shortcoming of French authorities is particularly problematic for British citizens as the lack of residence documentation jeopardizes their future ability to prove their right of residence after the Brexit.In light of the above, the petitioner calls on the Committee of Petitions to take action to ensure that French authorities promptly remedy the highlighted issue; among other things, he invites the Committee of Petitions to issue an own-initiative report on the matter and to submit a short motion for a resolution by the European Parliament.
