Petition addressed to: Petitionsausschuss des Europäischen Parlaments

The petitioner complains about that in Bulgaria there are no effective remedies and procedures for the real protection of the rights protected by the European Convention on Human Rights, the Chart of Fundamental Human Rights, the Treaty of European Union and the Treaty of the Functioning of EU for life-sentenced prisoners and other prisoners with short sentences. The petitioner submits claims for discriminatory treatment on the prisoners. He alleges that rights such as normal human communication, education and work, health care, protection before judicial authorities are harshly violated by the prison administration. The petitioner refers to the case-law of the European Court of Human Rights and several acts of the European Union, considered as not implemented in Bulgaria.
