The petitioner alleges that Greek law 2960/2001 (national customs code) is in breach of EU law. He alleges in particular that Greek customs and police often proceed to the outright confiscation of motor vehicles bearing foreign registration plates and/or subject Greek and other EU citizens to disproportionate and humiliating checks, sometimes imposing fines up to 20.000 EUR. The petitioner also deplores the administrative burden placed on Greek and other EU citizens to prove that they are the legitimate users of the foreign-registered cars and, furthermore, to prove their residence abroad for at least 185 days of the year. The petitioner also alleges a breach of GDPR Regulation (EU) 2016/679 by the Greek customs border posts in their storing and processing of personal data.
