Il firmatario sostiene che con l'introduzione dell'IBAN le banche non hanno l'obbligo di verificare l'identità dei destinatari dei bonifici IBAN, con conseguente incertezza circa la loro identità. A suo avviso, tale lacuna può indurre a commettere atti criminosi, ad esempio nelle vendite su Internet. Il firmatario raccomanda di imporre alle banche l'obbligo di verificare l'intestatario del conto.
