The petitioner claims that as of the introduction of IBAN, banks do not have the obligation to check the identity of recipients of IBAN transfers which leads to uncertainty as regards their identity. According to him, this gap may lead to criminal acts for example in internet sales. The petitioner recommends obliging the banks to check the account assignment.
