Indiener legt uit dat hij en andere consumenten financieel schade hebben geleden als gevolg van de insolventie van de Cook/Öger-groep. Hij had in augustus 2019 een vakantiepakket geboekt, dat slechts voor 10-20 % werd gedekt door de annuleringsgarantie. De overheid heeft het garantiefonds niet verhoogd. Dit is volgens indiener in strijd met de pakketreizenrichtlijn 2015/2302.
