Andrageren forklarer den økonomiske skade, som han og andre forbrugere har lidt som følge af Cook/Oeger-gruppens insolvens. Han bestilte en pakkerejse i august 2019, som afbestillingsgarantien kun kompenserede med op til 10-20 %. Regeringen har ikke sat sig for at forhøje garantifonden. Dette er en overtrædelse af direktiv 2015/2302 om pakkerejser.
