The petitioner is concerned about contamination in the area Poligono Sur of Seville due to the problem of urban waste water treatment. He is a member of a not-for-profit organisation who has provided pro bono assistance to the parish of the area since 2013. He says that people in the area contacted his organisation for help and that they are in discomfort about their undignified living situation. He has provided photographs of the contamination. He states that the waste water includes hydrocarbons, lead, faecal matter, urine and all types of waste that come with insects and rats. He alleges that this has exacerbated health problems in the area and that there are water-borne infections as well as infections from mice and rats. He states that there has been funding to improve the area, including from the European Regional Development Fund (2006-2014), but that certain parts of the neighbourhood are the same: damaged and inept for living. He has contacted many local, autonomous and national authorities, including the Andalusian ombudsman, mayor of Seville, the welfare council and many more. He alleges that there has been a lack of response and that Spain is not complying with Directive 1991/271/EEC on urban waste water treatment and therefore asks the Parliament for help.
