The petitioner complains about an alleged refusal of the judiciary to implement the primacy of the Law of European Union, as a result of which many Bulgarian citizens are affected. The petitioner alleges that there are breaches in the implementation of the Order for Payment procedure and claims that the enforcement of compulsory payment claims in Bulgaria does not guarantee the consumer rights.
