Il firmatario lamenta un presunto rifiuto, da parte della magistratura, di attuare il principio del primato del diritto dell'Unione europea, rifiuto che ha conseguenze per molti cittadini bulgari. Il firmatario afferma che si verificherebbero irregolarità nell'attuazione del procedimento d'ingiunzione di pagamento e aggiunge che l'esecuzione delle ingiunzioni di pagamento in Bulgaria non tutela i diritti dei consumatori.
