On a residence permit in France for a Dutch citizen and her Indonesian spouse 

The petitioner claims that a French prefect has refused to issue a residence permit to himself and his Dutch spouse since their arrival in France in 2010, and when ordered to do so by the administrative court in May 2016 it issued residence permits of only 1 year, instead of the customary 5 years. In November 2017, the same prefect refused to renew their residence permits and the case is now pending before the same administrative court.The petitioner alleges that this is in breach of Directive 2004/38/EC on the right of citizens of the Union and their family members to move and reside freely within the territory of the Member States.
