Andrageren beklager eksistensen af offshore-skattely og den manglende politiske vilje til at bekæmpe svig og skatteunddragelse mere effektivt. Under henvisning til den trussel mod den globale stabilitet, som covid-19-pandemien udgør, foreslår han, at der træffes øjeblikkelige og konkrete tiltag for at sætte en stopper for offshoreskattely, og at pengene herfra sendes tilbage til den europæiske økonomi for hurtigt at redde job, familier og små og mellemstore virksomheder.
