Il firmatario deplora l'esistenza di paradisi fiscali offshore e la mancanza di volontà politica per combattere più efficacemente la frode e l'evasione fiscale. Considerando la minaccia per la stabilità mondiale rappresentata dalla pandemia di Covid-19, egli chiede azioni immediate e concrete per porre fine ai paradisi fiscali offshore e restituire i fondi all'economia europea, per salvare con urgenza posti di lavoro, famiglie e piccole e medie imprese.
