O peticionário lamenta a existência de paraísos fiscais e a falta de vontade política para combater mais eficazmente a fraude e a evasão fiscais. Tendo em conta a ameaça à estabilidade mundial que a pandemia de COVID-19 representa, o peticionário solicita ações imediatas e concretas para pôr termo aos paraísos fiscais e devolver o dinheiro à economia europeia, a fim de preservar postos de trabalho e ajudar as famílias e as pequenas e médias empresas com caráter de urgência.
