Podnositelj predstavke žali zbog postojanja izvanteritorijalnih poreznih utočišta i nedostatka političke volje za učinkovitiju borbu protiv prijevara i utaje poreza. S obzirom da je pandemijom bolesti COVID-19 ugrožena stabilnost u svijetu, zahtijeva trenutačno i konkretno djelovanje kako bi se dokinula izvanteritorijalna porezna utočišta i taj se novac vratio europskom gospodarstvu za hitno spašavanje radnih mjesta, obitelji te malih i srednjih poduzeća.
