Předkladatel odsuzuje existenci daňových rájů a nedostatek politické vůle efektivněji bojovat proti podvodům a daňovým únikům. Vzhledem k ohrožení světové stability, které způsobila pandemie COVID-19, žádá o okamžité a konkrétní kroky ke zrušení daňových rájů a vrácení peněz zpět do evropského hospodářství s cílem urychleně zachránit pracovní místa, rodiny a malé a střední podniky.
