Podnositelj predstavke smatra da bi Europski parlament trebao istražiti upravljanje španjolskih nadležnih tijela zdravstvenom krizom uzrokovanom pandemijom bolesti COVID-19. Smatra da je Španjolska prekršila njegovo pravo na slobodno kretanje i rad. Podnositelj predstavke tvrdi da se posebnim kraljevskim dekretom donesenim zbog bolesti COVID-19 krši španjolski Ustav. Navodi da policija neprestano uznemirava građane te da su izvrgnuti prijetnjama i ponižavajućim postupcima. Također tvrdi da se sustavno krše temeljna prava.
