Il firmatario sostiene che Google, con sede in Irlanda, impone ai clienti o ai fornitori del proprio mercato online di effettuare sempre operazioni di pagamento da un conto nel paese in cui hanno sede tali imprese. Ciò vale anche per il pagamento delle commissioni per chi offre o vende applicazioni come sviluppatore nel mercato Play Store. Secondo il firmatario, ciò viola l'articolo 9 del regolamento (UE) n. 260/2012.
